No you do not need a business license but I would strongly recommend you learn all you can about the law, as it relates to Landlord and Tenants.
It is available online at http://www.dca.ca.gov. You might be suprized once you read all this information. You may also consider working with a local Property Management Company or Realtor.
I don't believe a private party renting a house needs a business license, but I can not guarantee my opinion is correct. Also, I've never heard of any rental or sale being routinely required to be inspected by the city.
