Are landlords required to have the carpet professionally cleaned between tenants?

There is no law requiring a landlord to clean the carpet. The only possible exception I can think of might be a Section 8 authority. But no.

Now, is it WISE to have the carpets cleaned? Probably. It will make the unit more appealing thus, more marketable.

I'm not sure if they are or not. I would believe it depends on the building and the landlord. I would call your landlord and see if they will clean it. If not, I think it's something that you should get taken care of. Good luck and I hope everything works out for you.

It is not a requirement, but it is kind of a given. When I work with tenants I always tell them to clean the carpets and when I am working with tenants I always tell them to put in the contract that they would like the place cleaned. However, if it isn't in the contract that they wanted it clean it does not have to be.

I don't even think having the carpets cleaned is a given. It's a nice move by the landlord, but it's not a requirement. I always look for apartments that are regularly cleaned, mainly because the management tends to be more involved and easier to work with.

No, they are only required to paint every 3 years if the apartment is rent stabilized

No, landlords are not required to have the carpet cleaned between tenants. You can ask if they offer that sort of service, but usually it's up to the renter to get the carpets cleaned. It's pretty easy to find a good carpet cleaning company, so it shouldn't be a big problem.
