Yes it does and even worse, the neighbors will contact local authorities to file complaints - something you don't want. In upstate NY, I'm sure you need a permit or county approval to operate a business in a residential neighborhood. In downstate NY you do need it. Now on the positive side, outside of Albany (East Greenbush) is semi rural - rural so it's not the same as if you moved your equipment to Troy for example.
Bottom line - I wouldn't do it. Too risky.
