Is it a good investment to finish a basement in a new townhome with this economy?

Regardless of whether this is a duplicate, I will answer anyway. Since I review every appraisal done for my clients, I can honestly say that you get the biggest bang for your buck finishing a basement, as long as you don't go overboard. It usually makes a difference of $10,000 on appraised value.

I believe this is a duplicate question--

It's a safe investment if it improves your lifestyle and if you could use the extra space--a decision only you can make.
