Unfortunately, HOA's can deny applicants, thus not allowing you to live in the community let alone purchase the home. I don't think having no credit would be a legitimate reason for denial. You may want to get more specific answers from the HOA, or simply find another community.
PS if the buyer has good credit you can add the spouse to all accounts as an authorized user, within 30 days the accounts will reflect on her credit and whala instant credit...
