This is possible, especially with 20% down. The real catch is what your expectations are for that home. The inventory in Rancho Penasquitos at that price is often distressed, older, and needing updates.

As to whether to use your wife or another Realtor - that's a personal decision. I will pay a referral fee when working with a licensed Realtor. You are likely to be dealing with short sales or foreclosures in this price that garner multiple offers. There are some tricks of the trade your wife may or may not have learned in winning a multiple bid scenario.

Megan, Many times you can buy the home for less money becuase the property is usually in lesser quality shape than a regular listing. The yards are in many cases dead, homes can be stripped of essential and non essential items and the home can be damaged. The banks will usually make a quick decision without the emotion of a homeowner selling which a homeowner always thinks their home is the nicest most expensive on the street. The banks look at facts through their REO Agent and Asset Manager and move very fast. Most of the time these homes, at least in my market area, get sold to cash buyers and investors. According to the MLS history of the property it has been active on the market the entire listing period. (Never been to escrow). The most recent price reduction was in January. There appears to be no "lender distress" on the property. Perhaps it is only the 3 bedrooms? Have your agent do a comparative market analysis to see what a current sales price might be for this home. Your agent can submit an offer including that data to support your offer for the out of area agent. If you don't have an agent, I would be happy to help.
