Every situation is different. If you are a buyer, you want the heat to be included if possible. If you are a landlord, it is best to have the heat measured by separate meters and paid for by the tenant so the costs don't go out of control (tenants don't conserve heat if it not their own expense). If there are association dues, the owner, not the tenant usually pays this. These are negotiable items depending upon the marketplace. Right now, in the Minneapolis area, it is hard to find good rentals so landlords are giving fewer to no incentives. For awhile they were giving a month of free rent etc to get people into the units....this is not so today.
