how old and how deep is existing well, has dirt pit across the road caused water level drops like some other homes on county line rd

Typically, the owner has no rights to the power easement, except to possibly traverse it with a driveway. Honestly, with this amount of research, you would want to hire a Realtor to help you navigate the particulars, and a title company to research the deed(s) for your own protection.
