Sometimes it is a strategy to get a number of offers, almost like an auction. Often, the home is in foreclosure, and the bank will sell to the best buyer, that is the one offer with the best financial situation for the bank -especially if the property needs some work.

Sometimes an agent sleuthing around by looking at tax records and such can figure things out fairly accurately, so no one wastes alot of time.

Lot and condition pretty simple once you are comparing apples to apples.

In Red Wing it is usually because the condition is worse than the average comparables. Sometimes there are also issues with the lot, location, etc.
