Actually FHA approval depends on BOTH house and buyer. The buyer obviously has to qualify but the house itself has to meet "minimum FHA standards" as defined during the appraisal process. If it's purchased using an FHA loan and FHA approved appraiser will have to state it meets the standards. If it doesn't, it will be brought to standard or not close with FHA.
I'm an FHA approved appraiser and have flagged many homes that failed to meet minimum standards. As for this home, obviously we can't tell from the photos.
