This house is part of the Phoenix Neighborhood Stabilization Program. It was listed for $105,000 and is currently under contract.

The Neighborhood Stabilization Program has a few homes that they sell only to owner-occupants. No investors. They are supposed to be easier to buy because owner occupants do not have to compete with investors. However because of the down payment/closing cost assistance offered through the program they end up getting a lot of competition from owner occupants.

Yes, it "pended" Jan 18, 2013. It was listed at $105,000 and had incentives through the City of Phoenix Neighborhood Stabilization Program (NSP).
