No , you are correct.It does reducing the principal
You have to have been current and have verifiable income

The HAMP mod may employ principal reduction as part of it's goal to reduce DTI. However, HARP does not.

The aim of the HARP program is to refinance underwater homeowners so that their interest rates can be reduced to historically low present market rates. Depending on your current rate, you can save several hundred dollars a month. The only qualifications are a sufficient source of verifiable income and your last 12 payments must have been paid on time.
