The condo you referenced above sold for $366,000 in 2003. Currently it is being sold as a short-sale/pre-foreclosure. All offers are subject to the seller's lender accepting them.

2 bedroom units were selling for $485,000 to $500,000+ in 2003.

I am not sure why that would be relavant, but look at the assessed value - I'm sure that tax man used the sales price as the assessed value for tax purposes.
