An inital offer on a property ranges. Hopefully, you are working with a realtor that will provide similar closed sales within a 3 mile radius of the property that you are looking to purchase. The closed sales that they provide should be recent (within 6 months) and you should be looking at at least 3. No home is exactly alike, so some adjustments might have to be made. In doing this, the realtor is actually helping the buyer to determine the fair market value of the property. You can judge at that time if your offer is too low or too high.
If you are not provided this information, get yourself a new realtor.

This depends on the current list price as it compares to the market comparables (for various reasons to be discussed).
