It means there's two bedrooms and there's another room that could be used as a bedroom technically it's not a bedroom.

As the others have said, it is a two-bedroom house with another room - possibly used for other purposes - that might possibly be a bedroom. You would have to see it for yourself & have your buyer agent help you evaluate if it could legally be a bedroom - is there a window? is it heated? is it located in the basement?

Per FHA requirements it does not need to have a closet - other financing options and Title V look to closets as an indication that it's a bedroom and not a study/office/playroom etc.

A room does not need a closet to considered a legal bedroom, it does need to have a window (todays buidling codes require it to be an egress window) and must be a minimum of 70 sq ft

Exactly - it's a room that doesn't legally qualify as a bedroom and/or the current seller is using it for something other than a bedroom so it's doesn't look like one. It should have a door that leads to a common area (that closes), a full size window, not be below-grade, have at least 70 sq feet of floor space and have a closet (with or without a door).

If you need 3 bedrooms - just make sure this one isn't in the basement :)

There is a significant market value difference between a 2 bedroom and a 3 bedroom house. You will face the same issue down the road if you go to the sell the house unless you can make it a legal 3rd bedroom.

Great question! A bedroom is only considered when the room has a closet and window (that you can physically get you body out of in the event of an emergency). This particular home the room in question (3rd bedroom) is possible missing one of the required items to be demed a bedroom.
