Morro Bay is named for the giant rock in the middle of the bay. "Morro" is a Chumash Native American word for "rock." (So yes, the rock is called "Rock Rock.") Morro Rock is the smallest volcanic rock formation in a series of them called the Seven Sisters. Others in the series include Bishop Peak and Madonna Mountain. They were formed as the crust of the earth passed over a volcanic eruption, similar to the island chain of Hawai'i.

Not being much of a boater, I am not familiar with the location or policies of the local boat docks.
