This refers to the "CA documentary transfer tax". Los Angeles County current transfer tax is $1.10 per $1000 of value or $1100 per million, etc. Some CA cities also charge a transfer tax however Manhattan Beach is currently not one of the South Bay cities that does. LA County voters may have a measure on the March ballot that would serve to increase this doc transfer tax going forward.

In Los Angeles county there is a transfer tax of $1.10 times each $1000 of price, so a property with $4675 transfer tax would cost $4.25 Million. Be glad this isn't Redondo Beach - there is a $2.20 equivalent city transfer tax on top in that city!
