In answer to your question - everything is negotiable in real estate. Whether the seller would accept an offer between 45,000 and 50,000 could only be answered if an offer is on the table. Negotiations cannot begin until an offer is made. If you are working with a REALTOR they should be able to guide and assist you in making an offer on the lot. Yes, this is a buyer's market and sellers should expect low-ball offers. But on the other hand, if this is truly the property you want you should make it a good, solid offer so as not to offend the seller. If you would like more information on the property, please let me know. You want an agent that will be able to negotiate on your behalf to get you the best price possible. Research should be done in the neighborhood/area as to other properties/lots that have recently sold and the current properties that are listed for sale (actives). Good luck.
