I recommend to my buyers to go and try and speak to some of the neighbors as Realtors can not answer questions regarding any type of profiling (age, religion, etc....). The selling agent can be asked why the seller is selling by your agent but is not required to reveal the reason.

Realtors must be very careful about characterizing neighborhoods. Kid friendliness is, in any case, in the eye of the beholder. There's really no substitute for driving around and talking to the neighbors.

West View is a north suburban community; the listing says "Property sits on a quiet street w/in walking distance to restaurants & shopping." Here's a link to more about the neighborhood: http://www.pittsburghlive.com/x/pittsburghtrib/s_81673.html.

The listing doesn't give any information about the seller's motivation. That is difficult to come by, as revealing it might compromise the seller's negotiating position. The seller on the listing matches the county records; it doesn't look like an estate sale. Some listings will say "Motivated Seller!" or equivalent; this one does not.
