This is where a Buyer's Agent (representing only you) is invaluable. As suggested, you can offer any price you want for a home. The seller will Reject, Counter, or Accept your offer. Not all sellers are desperate and willing to sell at any price. Your agent can provide the facts you need to make an educated offer.

I do suggest doing some additional investigating with or without an agent if you are really interested in this property.

It's your prerogative to offer whatever you like, however I'd recommend you enlist the help of a good buyer's agent that can help you with things and give you the best chance of acquiring the property.

They should be able to give you more details on the property such as pricing/sales history, who owns it, any other previous offers that may have fell apart and why. They can also provide you with comparable sales in the lat 3-6 months so you can make a fair offer

If pricing has held steady, then maybe this is the lowest the seller can go.
