The only way to really know about the permitting of work done would be to go to the cities permitting department to determine if permits were pulled when the work was completed. Here is a link to City of Oakland's permitting department: http://www.oaklandnet.com/government/CEDA/revised/building_p…

The only other way to know if the current owner is the one who completed the work.

The best way to know for certain if any building/remodeling has been permitted is to go to the city offices. Permits are a matter of public record and anyone can request information about any property. Often sellers will tell their agents wether they obtained permits or not, but no agent can verify that unless they pull public records (and most often they won't because of liability). I always recommed to my clients to check permits before purchasing any property that has been obviously converted/remodeled in a significant way.
