This property is a short sale which means you need bank approval to sell the property. Also this property has not been foreclosed on yet which means the bank hasn't actually agreed to sell the property at a loss and that means it could take a long time for paper work to go through. It also appears there is more than one bank involved which could mean extra red tape. this property will not just be up to the owner to negotiate, it is also a short sale and subject to bank approval. I would also recommend you take a good look at the property before making an offer as the acceptance of it also includes the lender. Good luck

Have you seen the property? As a listing agent I counsel my clients never to negotiate an offer with out the buyer seeing it. If you see it and you like it make an offer. Worse thing that can happen is the seller rejects it.

I find your question troubling. Have you seen the property? Are you familar with what is on the market and values of its competition?

One can make an offer on anything, and the issue as to price is based on how long a property is on the market and how many offers they have on it and how motivated the seller is.

Get a good local buyers agent.
