Great asking price for Highland Park, but it does need some work. As everyone has already said you'll want to hire a Realtor to work as your advisor and to review the recent sales in Highland Park to see what a reasonable offer would be. You should really hire your own buyer agent. Buyer agency is extremely important. The seller has their own agent to protect and negotiate the highest price. You should have your own agent to protect and negotiate the lowest price for you. If you call the listing agent, that would be dual agency and a buyer should never use the seller's agent.

The buyer does not pay the buyer agent, the seller does.
Hiring a buyer agent who is not comfortable with the negotiating process, could wind up costing you thousands of dollars.

Have you already found the house you want to put an offer on? If so, how did you find it? If you've been using a REALTOR, you just need to contact your REALTOR and let them know you are ready to rock and roll. If you've found a home via an open house or something like that, and you haven't yet signed a Buyer Agency Contract with anyone, you can choose a REALTOR to represent you in the deal. If you haven't yet found a home, I would start looking for a Buyer's Agent. Using a REALTOR on the buy side doesn't cost you anything (Seller will pay your agent's commission).
