How can you tell if this house has been treated for carpenter ants?

Wood chips next to the house represent a poor choice and could possibly indicate a problem with carpenter ants.

Carpenter ants are an ongoing problem for many homes in Western Washington. If there has been an issue, ongoing treatment would be recommended to avoid them coming back.
Short of an in person inspection by a licensed pest inspector, I wouldn't hazard a guess as to whether this home has been treated. Most pest inspectors will give you an assessment as to the likely issues as they see them and then recommend a course of treatment if necessary.
