Yes, ask present the offer to the agent and seller in person per request of your buyer. I've had this happen, and it goes 1 of 2 ways.
1. The agent does his job and allows you to do this (might state seller won't see you in person but you need to request that in writing or you will take it to the Board)
2. The agent keeps this up and then you take it to the Board.
If the agent is bad what makes you think the Broker is any better? Contact the Board and you will make some progress.
