Public Works takes great care of major roads when it comes to snow removal. Although they can be late on fixing pot holes, MA has become pretty good at snow removal.

Benefits to New construction are selecting everything you can afford and no compromise on finishes as you get to select what you want, not adjust to style of prior owners.
This particular property also offers the option of adjusting floor plans and or blueprints to plan exactly what you desire in a home on one of the few buildable lots clsoe to highway and downtown.
Typical "issues" in building are delays for specific materials, cost overruns (if include items/featurees that exceed builder's allowances)
Sometimes a well built "gently used home" can provide most of the features you need plus the benefits of "mature landscape" and "established neighborhood"
In the $380K price range there are several options in the Plymouth/ South Shore area that migth also meet your needs.
The major difference between new construction and owner occupied are negotiations. Often home on MLS sells for less that list price, while new construction often ends up more than list price; as additional features and finishes added increase list price.
