if a property is located in a flood zone (insurance person can tell you), you will need an elevation survey and certificate BEFORE you can get a quote for a new premium!

You will need a certificate with a raised seal in order to have a new policy issued, but the seal is not needed in order to get a quote

I am in the middle of trying to work this out with a listing of mine (current premium is $2500 - just found out a new owner will pay $4000)....I incorrectly assumed the premium the current owner is paying would continue and be passed on to a buyer.....NOT SO......there are a lot of changes going on with FEMA -

suggest you start by speaking with an insurance agent.....and a real estate agent

It is not the Sellers Responsibility ....
The law states that an inspection must be performed and system must be certified within 6 months of closing.
Nowhere in the law does it say that it is up to the Seller. It does not say at all who will be responsible.
It can be a point of negotiation as to who will obtain certification.
As a practical matter, it is the Buyers banks that are insisting on certification prior to closing. Few Buyers are willing to pay for it, but I have had instances where Buyers have done the inspections and have payed to install a new system.
If you pay cash for a home, you can purchase without an inspection, but it is supposed to be done within 6 months of closing. However no one from the town will be checking to see that it was done .

Hello. I'm not a realtor at this point lol but I can answer this for you secondary to owning homes on the ocean, regular land and ponds. :)

If buying on the ocean ~ Depending on the location of the home, you would need to purchase additional flood insurance UNLESS you are at a higher altitude ( on a hill) and out of what is considered a " flood zone".Cost is depending on the coverage need. The closer to the actual water you are, the more coverage you need.

Pond or lake living isn't different from that of a regular land purchase.
