Doreen, I was curious about this question for you so I did a little research. Here are some results of organizations that give information on how to start dog parks in your area.
By the way I looked in several sites for ones in your area and found nothing. I live in San Francisco and dog parks are everywhere and you meet a lot of interesting people there that live in your community it is an excellent outlet for me and my dog. I hope that Silver Springs will add some to your community.

Hi Doreen site to find the MNCPP (md nat cap park and planning) dog parks in MOCO is listed below. Some municipalities also have parks for city residents and there are some unofficial ones like by the dam up in rockville, but personally if it's not fenced with a double gate I'm not comfortable.

depending on where you're coming from in Silver Spring you may be interested in the college park dog park. You can get more information at http://www.cpdogpark.org

Apparently, according to the article below there are only two in Montgomery County:Wheaton & Germantown. The link below provides some more information, it seems like the area needs more dog parks!
