I think finishing the basement will always add value when you are selling. It's additional living space. However, I also believe that unless you are getting some enjoyment and personal use yourself before selling, making a major change just to sell may not be the wisest choice for you. If money is not an issue, then it may make sense. However, if it will stretch your budget to finish it, then you might be better off selling with the idea that basement could be finished.
