In my experience as a 30 year California Broker and 1 year as an Oregon Broker, listings fail to sell if they are not priced properly for the current market and the property's present condition. Also, it is imperative that the property get the full exposure to the world at being on the MLS, by being on all the major internet sites, and being published in local ads to attract the local community buyers.
The correct Price and Exposure is what sells.

If you are using a full service property management company, they should be either able to helpvyou with the sale or advise of an affiliated business that could.

Since they deal with investment properties/ seasonal rentals .... they would be in position to market the property to sellers interested in working this type of property.

The other agent did an excellent job answering the question.

The title company will let you know if their are any outstanding issues with hoa via the estoppel letter.
Once you clear that up you should be good to go.

If you find the hoa are getting out of control, talk to your Realtor about how to
remedy this situation.

This is a perfect example of why to hire a Realtor. Hope thats your case.

Listings for property for sale must go through a licensed Realtor. However there are many great sites that allow owners to list their property. Google it =)
