I would suggest making the effort to speak to the tenant as well as the property owner.

You have every right to remove a vehicle (or anything else, for that matter) that is trespassing on your property, but you could open up a particularly nasty kettle of fish if you tow the tenants car without them knowing of the issue. You cannot count on the landlord communicating with the tenant. I'm not speaking in terms of legality here, but just making nice with the people you have to live with for the foreseeable future.

The fact is that continued use of a section of your property by your neighbour could have established an easement, so it would be in your best interest to consult with a lawyer about your rights as well!
