I live and work in Oakmont which is an over 55 yr active community just East of Santa Rosa, Ca. We do have rules here about fencing by the golf course. In most cases, you can put up a fence 20 feet from the perimeter of golf course and it can be up to 3 feet which is tall enough for small dogs. My dog is 30 pounds and has never gotten over our own 3 foot fence. Many people here also have dog runs by the side of their homes. Please let me know if I can help further.

Oakmont is a lovely community for sure, but just wanted to mention another option for your consideration, as I have helped many people downsize into some lovely manufactured home parks in the Rincon Valley area, with also lovely views of the hills, and closer to hospitals and shopping than Oakmont, with great facilities. I suggest you contact an organization in Santa Rosa called DSLC www.cri-dove.org/ Disability Services and Legal Center, have many advisors and attorneys to consult with for free for disabled persons. they should be able to clarify the law regarding housing access for disabled people. They are a wonderful organization and will be doing a fundraiser soon, so check out their website! If you are unable to buy a home there yourself, perhaps you have family over 55 who will help you qualify.
