If demand (or appeal) of your neighborhood is lowered due to the appearance of the neighborhood then yes, over time values are negatively affected, simply because fewer people are attracted by said neighborhood. Generally speaking, if you're unable to locate contact info for an HOA, your Realtor or title company should be able to track it down.
