As a licensed Agent and a member of the legal community (Not an Attorney) i can tell you that anytime there is a product with a supply and demand or an emotional attachment, there will be people looking to make money either legally or illegally.

You should always CONSULT with a LICENSED Agent as it will bring you legitimacy, value and someone who is willing to work for you for a fare wadge (usually at no cost to the buyer).

This link may help you. I would also recommend doing a simple yelp search of review about property management groups. You may pay a bit more for the services each month but a quality company will offer more services to you and go that extra mile. Hope this was helpful!

I am not that hung up on credit. I look more for verifiable income, criminal record etc.

Apartment buildings are often owned by large corporations so a persons personal struggle is often overlooked by computer generated credit ratings.

You should perhaps look at condos that are owned individually. This will give you direct communication with the property owner and a direct line with him or her and the ability to show that you are a real person that just happened to fall on hard times.

No it does not mean no pets. it typically means the agent forgot to complete that section of the listing.

Yes, the HOA members can vote to change the bylaws and CC&Rs of a community. We have seen a lot of these changes in Las Vegas over the past few years.

After the real estate market crash, we had a flood of investors that were purchasing properties and renting them out in neighborhoods that were historically owner occupied. The associations "fought back" by limiting the number and term length of rentals. A few HOAs even went so far as to outlaw rentals entirely.

The only thing you can do is check into whether the proper procedures were used to change the by laws and CC&Rs in your community. Actually, many associations pass restrictions without using the proper procedures an, if so, can be challenged. Your only other recourse would be to sell the property you have and replace it with one that is in a community without those restrictions.
