N Mississippi West to NE 15th; NE Alberta South to NE Hancock (2 blocks North of Broadway) has experienced vast inflows of money over the last 15 years, give or take a bit. This is one of Portland's up-and-coming neighborhoods now. Money brings police awareness and police presence removes criminals. This is a low crime area.

I excluded the area South of Hancock because it is primarily commercial, meaning auto dealers, chain restaurants, a regional shopping mall, and the like, and I guessed you wanted to hear about residential areas

People are friendly in Portland. I think every neighborhood has people that like to get out and meet neighbors and others that don't. You can introduce yourself to your neighbors and see what happens from there? Some neighborhoods have HOA meetings where people can meet and people that have kids tend to meet and need baby sitters. Hayden Island condos have been free-falling in price for a while now, mostly due to the terrible traffic around I-5, the condo depreciation in the greater Portland Metro, and the proposed I-5 project that directly effects the area but has been dragging on for years without resolution. It is a good time to buy in the area, once all those issues get resolved there could be a great appreciation! Very difficult to sell there right now. ... more
