Like everything else that impacts real estate values, it depends on the details: where it is, what it is, how it is. If there isn't anything about the BMR resident or owner that causes a problem for the neighbors or HOA, then it's presence will not likely have much impact. As a comp with a lower value,
it should be noted why it's value is so low, and be ignored. If I'm wrong, others will correct me.

Curious about your question? Are you wanting to establish evidence of something, or are you trying to establish a "claim"? If it is the latter, depending on the situation you may be able to file a mechanics lien on the title of the property (for any work done) and/or file a small claims suit.
