The earliest that anyone would know, if when a NOD, (Notice of Delinquency) was filed; which is the first step in the Foreclosure process.
There are probably 2-3 times as many homeowners who are "underwater" and need help.
Ask a Realtor how many Shortsales and REO's are LISTED, and you could estimate that the total number of "distressed" families is 3-4 times those listings.
This should be good enough for your purposes. Especially since those numbers are constantly changing.
