Alan is correct, you can try anything, but it isn't common and will potentially cause problems. Buyers want certainty. One wiling to accept that level of uncertainty will want to be compensated for it by offering a lower price than they might if they could plan their sale normally.
A buyer has to know when the can lock a loan, close a transaction, schedule the movers, utilities etc. If this is so important to you that you can offer your home for a below market price, you may get a taker, but for top market price I'd advise against it. It comes down to what's important to you.

You can certainly close on the property even with a failed Title V, and have a mortgage on your purchase. The bank however, will require you to have estimates for the replacement system, and then have you put 2X the replacement costs into escrow (which they will hold), and give you a specific time frame to have the new septic installed. The septic company will be paid by the bank from the escrow, and any surplus will be returned to you when the job is complete (and inspected).

The simple answer is honesty, integrity,and experience ! A good agent is accessible,and returns call and emails promptly, in most cases, it would be within the hour.. You should feel comfortable with this person, and not feel rushed when asking questions. Knowing the market in the area of your search is important also. A good agent wouldn't be afraid to refer you to someone else in another market who knows the area better. The bottom line is , you should feel that the agent works , and works hard, for YOU, and always has your best interests as his ( or hers ) top priority!

Just to answer your question in general, in Methuen right now the average Sale Price to List Price ratio for the past year for single family homes is 97% of the list price and the average Sale Price to Original List Price ratio is 93% or the original list price.

However, the asking price of a home for sale is ultimately decided upon by the seller. Sometimes homes are listed much higher than true market value and some times they are listed at or below market value.

My advice is to work with a local real estate professional as your buyer's agent and when you find a home that you would like to purchase have your agent look up comparable homes for you to determine a good estimate of market value. Many homes right now are selling very quickly especially if they are priced near market value.

Based on your question you are looking at a down payment of around 5% to 7%. An FHA loan may be a good option for you. However, keep in mind that project homes that need repairs may not pass an FHA appraisal. A mortgage professional can tell you more about FHA programs.

Mass Housing is another program that you could consider. They have a program that allows for no mortgage insurance even though you are putting buying with less than a 20% down payment. Here is a link for more information:
