The state of New Jersey rates schools in terms of "District Factor Groups" (DFGs). Using an alphabetical scale of A through J, the "A" school districts have the lowest ranking and the "J" districts have the highest. There's a complete list of New Jersey DFGs here: http://www.state.nj.us/education/finance/sf/dfg90.shtml, listed alphabetically by county.
If you scroll down to Monmouth County, you'll find the best local school districts are in Colts Neck, Fair Haven, Holmdel, Rumson, etc. These are also the towns where home values have been the strongest. If you have school aged children, use the state's DFG list before you decide where you'd like to move.
