Flood insurance isn't so scary, if you get a certificate of elevation, chances are that you will pay under $1000 and isn't that just a piece of mind for a flood that hopefully will never occur again..if you are taking our a mortgage you will need flood insurance, although it only pays you for minimal work but its something..FEMA is looking to replenish its funds for all the floods that have been happening all over..since new Orleans...

if you are looking to purchase with a mortgage I believe YES but if you are paying cash then know.
but then again not a good idea. Is this your price range? there are some homes in marine park, and old mill basin if you are interested. if yes email me directly and I will do some research for you.

The question should be why would anyone in such locations not want flood insurance....

The answer is yes. For the rate, it's better to ask your insurance agent; the mortgage bank also will give some information.
