Market Conditions in the area of the apartment that you have linked are very brisk. There is more demand than there is supply, so if you are selling make sure to list it with a broker that knows the neighborhood very well, as the public record prices will all be out of date as to where the prices are today.
If you are looking to buy here, although there is not very much on the market at the moment you will need to get up to speed very quickly or you will get left behind.
Either way, your best bet is to work with a trusted Broker/agent to look out for your interests.
