I just came accross your post. I am not sure if you are still interested in purchasing at the Phoenix. I am selling my 1 bedroom/ 1 bath unit (964 sq ft) without a broker. Here's my craiglist post with more information, including my contact information. Please contact me if interested.
You should chat with Louise Marzulli of Coldwell Banker. Louise has been the agent on site at the Phoenix for some time and knows the building and situation inside out - she may also know of what is coming onto the market.

The Phoenix is a beautiful, full service building. The prices have been pretty stable due to a public auction several years ago. It is a fine time to buy there if you keep in mind the ending of the tax abatement. Taxes will increase and we are unable to say exactly what they will be at this time.
I hope that your home in Surf City was not too badly damaged by Sandy. I am familiar with The Phoenix and other condos nearby. Feel free to reach out to discuss your options. 610-761-8781.
It's a great building however the tax abatements are going to expire soon on some of the units so the taxes will be substantially higher. Call me to discuss. I'd be happy to help. 267-626-7613.
