I notice that almost of the houses don't have central air or window air units. Is that because it doesn't get that hot in summer there?

No, it definitely gets hot here. It's probably because the houses in this area are old and built at a time when most homes did not have air conditioning.

Window units, if not put in permanently, do not convey with some properties. If these properties do not have central air, you'll have to figure in alternative cooling into your purchase price.
