There are no exception.....either the owner of renter upon agreement must remain current with these fees.

You only have to pay them is you own in the development.
If you rent the Landlord typically pays them.

Yes, the HOA is listed at $83 per month. This neighborhood is Holiday Village and is an age restricted community.

The HOA fee does include lawn cutting and snow removal, plus other neighborhood benefits

Yes, HOA dues are mandatory and are outlined in the property covenants that govern the subdivision. Buying there means you will abide by the covenants which includes the HOA. The HOA has the power to place a lien on your property for unpaid dues.
