I just sold a house that was in the middle of town but not on a sewer that is serviced by the City. The solution to this situation is that the neighbors that share the line will be forming an agreement for sharing of future maintenance or replacement. Their sewer line is sub-standard at 4" and below the City code, but at the point that it is replaced with a 5" line they can go to the City and ask for it to be adopted for City maintenance.
