For elementary school, you need to live in Fairfax for Fairfax or San Anselmo for San Anselmo, but for middle school and high school either San Anselmo or Fairfax is fine. There are a few streets in San Rafael that border San Anselmo where the lot is located partially in San Rafael and partially in San Anselmo where you can choose San Anselmo schools as an option.
