RealtyTrac is a company that monitors tax records for pre foreclosures and foreclosures. This specific property has not hit the market yet and more than likely won't for months...even when it does it will more than likely be at a higher price once a brokers price opinion has been provided to the bank.

If you are interested in these type properties you will need to be preapproved for a loan or be able to pay cash for these type homes with supporting documentation prior to submitting a contract. This might be more of an answer not from a realtor per say, but from a homeowner. I would suggest getting involved on the HOA. Attend meetings and run for an open position. Many of the HOA's are short on people b/c no one wants to get involved. So, I commend you on your desire to get involved. If people aren't paying their dues then the HOA should seek legal council and impose fines and liens. It's not hard to start collecting once people realize they can't avoid it. It's almost like taxes... HOA's have most of the power when it comes to dues. Depending on how many units there are, a management company is probably the best idea. You might need to discuss the value you are receiving from the management company in return for their fees. There are many management companies out there and if you feel yours is not representing the homeowners well, I could recommend a better one. Managing an HOA fiscally requires board members with some financial sense of budgets, planning and so forth. Repairs must be budgeted and funds must be set aside for future expenses. At one point my HOA had $500,000 in savings but needed to put a new roof on the clubhouse, paint some structures and resurface tennis courts. Those are expenses annual dues can't absorb. So, you need a board that knows how to manage money and knows how to collect dues. If you want more control over how fees are spent, you are going to have to get involved and run for a position on the HOA board.
