20 Clinton St. on the Lower East Side is a condo. It was built in 1939 and converted to condo in 1999. When you say ask if it is "covered under homeowners association standards," I'm not sure what you mean, but there would be a board and a management company and you would pay common charges (which are called HOA outside of NYC) for the upkeep and maintenance of the building and the common areas. The building consists of 6 floors and 37 apts. There is currently one apt. for sale, which is a 2-BR for $975,000. The common charges on this unit are $557 and the real estate taxes are $432.
I would strongly suggest you consider using a buyer's agent for your purchase. We are able to streamline your search, negotiate on your behalf, troubleshoot along the way and get you successfully to the closing table. The sellers all have agents, and so should you. It levels the playing field.
