It's really hard to answer this question definitively. Some people think that this project will never really continue, and that the current efforts are simply keeping a number of people in a job for a while. Others think that the project is more likely to happen now.
As for which subdivisions will be most affected if the project moves forward, this is also difficult to say. One of the reasons for this is that the exact route of the project, if it happens, isn't entirely set in stone. Groups who oppose the project have cited environmental reasons why the proposed path(s) aren't do-able in terms of local flora and / or fauna.
As recently as last month, Tollway Director Kristi LaFleur went on record as saying that the project has still not been greenlit:
