So the question really is why haven't they put the home up for sale. It usually means one of two things. First, there's still a legal battle over who owns the home. Second, there are serious problems with the condition of the property, and they are planning on doing some renovation to increase the number of potential buyers.
A local real estate agent can provide you a list of foreclosures that are actually for SALE. Sooner or later, this home will likely show up on that list. When it does, put in an offer!
